It's not about being 'legit'. They don't get their games from the publishers, they resell regional box codes and bundle keys. All of these cd-key-seller sites are crap only promoted by kids who want cheap games even if they're stolen or get revoked.

A seller that promotes activity that violates the terms for the platforms they're selling for is an unauthorized reseller. Authorized resellers get their copies from the publishers, not stolen and from boxed Russian/regional copies. As a buyer you're just being irresponsible for supporting them, but beyond ethical failure and taking all of the risks onto yourself the legal blame is on them.

Trading is not the same as reselling and the games from Steam/Amazon/HIB are from the game publishers themselves. If you're talking about Russian trading, then those games are authorized for Russia by the publishers.
While cross-region trading is fine in most cases, resellers selling for Russian prices to make large profits can get account locked if Valve sees this. Also, your account can get restricted if they see that most of your purchases are from a lower priced region (regional bypassing). So you should keep in mind that trading is fine and reselling is not.

Hey, today I browsed trough some forums in Israel and I came across this new very good site: www.keyller.com
At first I thought it was too cheap and unreal but after searching a bit I found out that this site is very popular in Israel.
After all the searching I bought Skyrim and FIFA 14 and got them a minute after the order.
I'm sure that I will buy from them again.
