What country? Some phones aren't available in some countries, plus band/freq.
What phone features are required? Touch, GPS, access to an app store, keyboard, camera, great speakers.
I would ask what kinda plan features (because having data means you might as well go for a smart phone), but that seems moo.
I have a Z10. It'll work with all carriers. I have a $25/mo plan. I never buy from the telecommunications company. It's always better to buy unlocked, unless you know for sure you have no intention of changing plans for how ever long your contract may be. So I don't pay outrageous fees for unnecessary data because I don't need a 3G plan with my 3G phone. And mine is touch, has a predictive keyboard, security, expansion slot, sim slot, and I actually wrote my own IDE so I can code with it.
And I bought my phone for 200USD, unlocked. All the carriers are off-loading them by the masses. Might be for you; probably not though.

I live in the USA.
Not sure what features I Was wanting. Never really thought about it. I have data so that's why I Want a smart phone.
I'd like to play some games on it if I could. It's why I'm thinking of not getting a Nokia 520/521 because they have their own kind of game market and less games I believe(?).

+1 for the Moto G. For that price it is a really great device. If you don't need a new phone you could keep an eye out for a Nexus 4, which (at least her in germany) is sold used in a great condition for about 180-200€.
I would not recommend the S3 Mini. It feels awfully cheap and is stuffed with bloatware. Also you won't see any more Updates for this device, while the Moto G and Nexus 4 will most probably will get some more updates.
If you don't need many apps you should check out a windows phone, there are many decent ones at a low price, but since i haven't used one, i am not able to recommend a specific model.

Motorola Moto G is best option for cheap phone with android. And if you want Windows phone just wait, will be free to all devices with screens under 9 inches.

I bought my HTC One locally in a used state, didn't regret it, so you could search for used phones aswell, you might get them in perfect shape but a lot cheaper, try searching on craigslist for example ;)

Only problem with used phones is that you don't know how much it was used. I got a used HTC Mytouch 4G Slide and it black screened and died after a little over a year.

Alcatel One Touch Evolve or One Touch Fierce. I had a One Touch Evolve and it was an amazing phone for $50 on Target's clearence. (It is now $60 on Amazon.) This only works on Tmobile. Otherwise, look at the AT&T Go Phones if you use AT&T. If you need an unlocked phone, save up until you have $350-$400 and buy a Google Nexus 5 directly from Google on the Google Play Store.

I have a Lumia 520. It's about $150 here.
I got this after I had an iPhone 3GS and a Samsung Galaxy simply because I wanted to try out the new WP8.
With the risk of being biased I'd recommend this one to you. Never had a single issue with it, no lag, runs smoothly and I just upgraded to WP8.1 (drains the battery quicker). Besides that, I managed to get about 3 days of battery life out of it with about 2-3 hours or 3G + music a day (from home to work and back) and with the WiFi always on (even when 3G was on).
Unfortunately it lacks apps. Although I do have about 30 apps or more installed I do miss some apps from Android. The one I miss most is Steam.
But in the end, what I really like about it is that although is a low end phone, it doesn't feel like one.

I only want to spend 200 dollars on a phone.(I refuse to pay anything super pricey, :P) I have no contract, and need a phone with a sim card slot.
Currently thinking about the Moto G, also thinking about the Samsung Galaxy S III mini and slightly thinking about the Nokia 520.
Which one should I get? Or can you think of a better phone for 200ish dollars?
