It's just tedious since it's not just "sign in with your steam account" but instead you have to write to support and then wait for them to tell you what you need to do to get verified. I just want to buy a bundle worth $3, it's not like I'm applying for a mortgage or something :)

Quite understandable but you have to realize that there are a lot of scriptskids using stolen credit cards.
They just try to avoid that due to verifying a customer.
