It's actually pretty easy to judge. The little Valve logo underneath means steam, the little key logo means non-steam.
I've got a paid DLC for War of the Roses, another free game, and that 'tethers' the game to my account. I assume it's the same deal for Heroes and Generals.

Obviously its not easy to judge. As I told you theres nothing in steamdb but you continue to argue the contrary.

No you couldn't. There are loads of games that have DLC that isn't available through the store. Even Dirty Bomb has had steam keys in the past for cases/loadout card promotions.
