Here and there i could see games suddenly getting discounts (Fallout 4, Far Cry 3 etc) but what totally pissed me off was information that there won't be any daily or flash sales, instead there will be one discount for the whole duration of the sale...

Then WHY for the MOTHER OF GOD Assassins IV Black Flag was 4,99 euro (-75%) for 2 days and NOW its 19.99 euro? I planned to buy it on the last day of sale and now i feel really screwed.

Does anyone know how this Winter Sale actually works? Because i am confused like hell.

Developers are giving Valve a rusty nail up their butt by changing prices day to day, basically creating their own flash sales.

There are no daily sales except mainly some ubisoft games (far cry, assassin's creed, watch_dogs, etc.).
It was already the same during autumn sales.

Developers and publishers set product pricing, not Valve.

Like iCrush said, they're corrected: probably trying to drum up sales by creating their own "flash" sales.

Yeah.. I bought Watch _Dogs for $20.00 USD and now it's even lower for $15.00 USD, and of course i've already logged 3 hours on it so I can't refund it.

Rocksmith 2014 was on sale too but just for a short time- I just happened to buy it in time and realized later on it wasn't really on winter sale but on a sale of itself.

I think that if yyou specify that you are refunding to buy it cheaper, valve will allow it regardless of the 3 hours.

Well, next time check the " offer last" part of the discount - hopefully it will return at the end of the sale, or during next sale. It's not the first time Black Flag was down to a fiver

Wasn't it so panned that in AC measurements, it pretty much flopped, hence the brutal discounts this early and often? I mean steamstat.us shows quiteโ€ฆ low numbers on it.

Fallout 4 was people complaining at Bethesda that they didn't even put up a sale on it, and they gave themโ€ฆ that thing. Cannot really call it a sale. Maybe there were also next to no sales made on it, but that is just a wild guess. Knowing them, that could be an actual factor in any decision compared to what people are saying.
Many others I cached were UbiSoft, who are obviously messing with the prices to simulate dailies.
Others could also be low-selling titles the publisher is trying to make more lucrative to people.

As for your confusion, it was only stated that publishers were asked to support one discount price per game. But of course there are no actual flash/daily sales, at least not officially. They are allowed to change their prices any time though, even in mid-sale.

Devs can do whatever they want, Valve said they weren't going to do the sale that way. Some developers still changed some prices, like Ubisoft, and I think Square Enix did too.

The important bit from leak, that everyone always skipped:

For a brand new release, if you can't get approval for your best discount for the full length of the sale, that's OK and we can work on a plan for that game. But the vast majority of your catalog should be running its best discount for the duration of the sale.

i wouldn't blame valve, it's probably the devs/publishers doing this.
even if it is related to refunds, valve is just covering themselves from people that buy > refund 1 day later.

and no, i'm not defending valve because it's perfect. just thinking and using a bit of logic
