Can Suspended people still gift?

Anyway, the gifting process is manual, so the gifter even suspended can talk to you to send your game...

There is a possibility that you may receive your game, but chances are this will not end well for you :(

The real question is, can the suspended people see the green banner?

He can't see anything accept a page where his bans are listed and the support forum. You can't even look at the FAQ, which is imo a very bad idea, you should at least be able to read the rules while you're suspended. This means that he can't see who won the game. But if he's only suspended and not banned, he might come back in a couple of days and you might receive your gift then.

He can gift but if he's suspended cannot see if you won. Wait till he is unsuspended or add him to Steam to discuss.

I doubt it, as you get redirected to a page that says you've been suspended for xx reason for xx time so they'd have no way of knowing they were supposed to.

You can still add him yourself and let him know... though maybe screenshot it or something so he knows you're not a fraud. I obviously don't know what he got suspended for but I wish the best for you.
