I want to do a giveaway for a Steam game that is not on any of the Steam key sites (like Humble Bundle, Fanatical). Is it allowed to do a giveaway and giving the game in Steam directly? Like, by adding the winner as a friend on Steam and then buying the game and sending it to them as a gift through the Steam store?
