If you win, notified instantly?

Yeah it shows almost instantly. I can swear I had a minute delay once, but I was probably imagining it.

There would be a big green bar that shows up under the featured giveaway if you won. You can't miss it.

Yup. When you win, you get a green notification on the Steam gifts home page. Trust me, you won't miss it. (Unless you're on the forums)

I thought notification required a personal visit and consultation from Obama, where he advises you on life and then tells you what you won.

Yep, green bar. you also get another green bar if one of your giveaways ends, so you could possibly see 2 green bars at once.

As soon as you win a giveaway, you'll see a green banner instantly, which will lead you to your won page, where you can manage them and notify when you recieved the gift (or not).
