Steamgifts lvl glitch ?

So, Few days ago my stam lvl was 3.80.
Suddenly I changed to 4.10 without any reason and today it dropped again to 3.80.

Could someone explain how this thing (levels) works ? Was this some kind of glitch ?

i don't know how it works but if you to drop back to level 0 you get bannned for life

Probably a glitch. Sometimes Steam reports the price of a game incorrectly for a couple of hours.
