Hint 1: The first step is bolded and the second step is italicized (also most of the poem is just filler to fit the theme don't read too deep into it)
Hint 2: I suggest using dcode.fr if other sites are giving you problems
Hint 3: Synonym for a deceased cold-blooded vertebrate animal that lives in water

Hm, I had an idea where to begin and while I was thinking about that a hint popped up that made me feel like that was a good start, but I still have no idea where to go even with the hint... hmmm... StrokeBeard
I also stubled across something weird that only vaguely fits with the hint but is too weird to ignore. If unrelated I have to remember to mention it when this ends...

Hm. I thought I started to get it from the hint, but ended up nowhere useful.

In the depths of the sea, where the darkness lies,
A creature ancient, with bulging eyes.
It feasts on flesh, on bones and skin,
A Kaiser of the deep, a monster within.
But what of the fishes, once they're caught?
What fate befalls them, once they're sought?
Their bodies limp, their eyes agape,
Their fate sealed, in the monster's wake.
For though it feeds, it does not keep,
The remnants of its feast, it does not eat.
Instead it leaves them, to rot and decay,
A grim reminder, on the seventh day.
From depths unknown a sound arose,
A sea monster's roar, nobody knows.
