What should they do? Maybe some real level 1 account invites You. They can't be sure that every level 1 account is a scammer.

Now You're saying that Steam is a shitty service? If it is, then why do You use it? And if You want to get rid of those bots, stop trading at csgolounge, dota2lounge, tf2outpost and other sites like that. At the moment it's (imo) Your fault. Just block them and be happy ;)

I have a private profile. The only time i change it to Public is for SG to update. Maybe to visible for friends if i'm trading and the other guy wants to check me out, but since i rarely trade, that doesnt happen often.

I decline all friend requests unless I know the person IRL or we have had a conversation that warrants added - If some one can't just use trade offers or make a simple comment on my post - then they have no reason to add me as a friend.
I block all private profiles or super low levels. And because I'm a bitter trader I block people who send outright stupid trade offers.

I actually kind of doubt that Valve cares too much, but the general rule applies:

  • deny level 0 or 1 friend requests
  • especially if they only own one game or if their account was made extremely recently
  • double this if all their friends are moderately high level steam users or their profile is private or has no description
  • people with descriptions might actually be legit users
  • don't click strange links. this is a given.

All you need to do is leaving all popular steam groups that are associated with shooter games.

In the OPs case he is part of several TF2 groups and I am sure the number of scam attempts he receives will go down to less than one per month if he leaves them.
