Why? So that when I have something good to give I know it's won by someone who deserves it.
Who are those deserving users? Those who don't break the rules and are - very generous and/or write interesting, insightful or helpful comments on the forum.

I don't think it'll ever be possible to say anything without calling someone out, so I'll just say it's a suspension I disagree with but know is coming. I'm just trying to time it so that I don't have any giveaways that are about to finish. I had 15 giveaways finished today, so it would have been really bad if I was suspended just before delivering the keys to the winners.

Generosity of spirit and of their wallets. Basically, those who are here to enjoy the ride, that get that this place thrives on gifting more than getting and those that make the ride fun and funny...yeah, that. Life is short - I prefer to spend it with nice people. So sue me for wanting my life to be bit better and to make other's a bit happier :-D

Generally if I whitelist someone it's for one of many reasons, such as :

  • Being extremely generous with help in the forums, especially to new community members trying to get started right.
  • Extreme Generosity, be it through gifting amazing AAA games or organizing events, trains, threads.
  • Someone who has made me laugh or made me wish I could have a beer with them
  • Regular in SGifts Group Chat
  • I've won a GA from them
  • They are a memeber of support or higher.
  • You have admitted to a past mistake and corrected it or owned up to it and shown it was in the past.
  • You've generally shown me that you are a good member of the community and not here just to collect games or rip people off.
    oh yeah and whitelist for whitelist for those devs out there...jk

A few reasons:

. I won that person's giveaway, no matter if it's triple-A game, or little indie game, since it's a game i wanted coz (now) i only enter games i'd enjoy.
. Someone who's made quite a few giveaway but who isn't winning a lot.
. People i enjoy reading in the forums.
. One or two steam friends.

My whitelist is still has few members. For now, my reasons are :

  • People I know in real life
  • People who deliver the game I won
  • People who generously thanking me after win my game. I don't blacklist them if they don't thank me.
  • People who are friendly to me
  • Maybe some other reason

I've whitelisted two people in my two years on this site (i'd say that's a pretty good record: one for every year ;D). The first one said on the forums "if you whitelist me, I shall whitelist you in return," and I said "well, why the hell not?" The second was just a case of awesomeness. So much awesomeness was brimming from his posts that I had no choice but to whitelist in return.
