My giveaway never had any sort of restrictions (other than occasionally being private), and it'll stay that way. Levels 0 - 1 are as good as any, plus it's fair.

I think level 2 feels most close to previous 30.01 cv. And that was what I chose for my giveaways simply because it meant someone did contribute at least a single thing that did not come from a bundle.

Moreover it also meant that the winner does know how the site works and he most probably will report back that he did receive the gift.

Level 1 or 0. With 1 they at least contributed some, even if it's just from bundles. On the other hand... maybe someone had no chance to do a giveaway yet? There's always should be a benefit or a doubt. But 1 or 0 - depending on the game given away. And since I still don't really understand how that leveling system here works - higher levels seems a bit unfair.
