I visited GG.deals website looking for good deals and I see Call of Duty: Black Ops going for 0.41$ and then I decided to buy it then it takes me to the website and show the price is 51$. why does this happen ? is this some kind of bug ?

Let me guess: the seller was wildboy? :D
Either by mistake, script error (when creating new offers or adjusting prices) or - if it happens several times - scam attempt.
If an offer looks to good to be true, it usually isn't an offer.

didn't really check the seller username. but it does looks sketchy since I need to give them my steam account after the price since it's an Altergift and not a steam key.

Not your account, just your Steam ID. Altergifts are not sketchy per se, but since they are bought on Steam they can't be cheaper than current lowest regional price on Steam (check SteamDB).
I guessed regarding the seller, because it happened twice lately (although then it was a ton of games, not just one).
GG.deals is already listing only offers from sellers with >90% ratings when it comes to marketplaces (G2A, Kinguin, Gamivo, eneba etc), but that guy is at 97% or alike. However, mistakes can happen and GG.deals can't crawl everything every second, that would lead to too much traffic. If a lot of these price errors happen, it usually gets reported fast on their Discord.

If it was a key, still unrealistic, but possible. Altergift means the seller purchases the game on Steam as a gift for you (sometimes automated by using bots).

On another site (those we can't mention) a copy goes for 0.87 cents but when you go further it goes for 40 euro.

I am guessing keys were cheaper then gifts.

There is a 3 letter shop that sells it for 11 euro, dunno how legit it is, it's also EU restricted.
Nah, never mind thats a russian version even though they sell it as European, weird.

Those sites (ITAD, GGDeals) don't update in realtime. Prices are off sometimes.

as others said... if it is too good to be true than it is... most often it is a pricing error and usually corrected pretty quickly but these deals sites might not reflect the actual price due to some delay or sync issue.

Basically the sites list it for that price to get some people to visit their shitty websites and when you buy it they cancel the order anyways or you can't buy because price already changed. It's just a scam by the site owners.
