You're not the only one who can revoke.
The place you purchased it can also revoke, along with the publishers ...

Your best bet would be to contact the person and ask why.

The game doesn't appear in the winner's library, so it's most likely have been revoked. In which case, they did the right thing unmarking it. I think you need to check with the store why the key was revoked, and if possible get a new key.

You are not being able to change between received/not received during the 7 days period, you can only change to not received AFTER the 7 days.

And that matter is to avoid several issues like keys/games getting revoked, which can happen even after 1 month.

Yes, that's why it would be polite for the winner to add you and explain situation, since It didn't happened, you add him and ask explanation. Also go to his steam profile to see if the game is there, if there is, add him and ask to 'mark received', if there isn't, add him and ask explanation of what happened

Seeing as it was only your giveaway that's been marked as not received, and none of the others the user has won, and the fact that he's a low lvl user who'd get nothing by downgrading his won value, I'd contact the user and ask him if he did it by mistake.
