We won't know until it shows up at steam store. he moment it does we will be able to check it in SteamDB - and we will see indications of it being maybe steam only (integration of Steam Workshop), having achievments, cards etc. Until then noone can knpow except for Publisher.

So far Rockstar has had only digital keys activate on Steam and this is only recent change. (With only certain shops selling Steam keys, like Amazon).

So, no, I wouldn't count on it. (And those cheap key resellers source keys on scanned retail copies, so...)
