I think it is reasonable to ban if you fake your regions and buy the game with a cheaper price.
And frankly I don't think Rust is not worth buying at the moment. It got so much potential but now it's still in Alpha dev stage. The game is so "alpha" that the content is not rich enough to keep me playing. I played it for 17 hours in total and I stopped playing and wait for some huge update. I buy it because they used to sell the game with Dutch Auction, and I ended up paying only $10, which is nice.

Friends bought Rust from Russian Steam (guy from Russia bought it and gave as a present) - no one was banned.
You can be banned if you will buy game by yourself using your Steam account with russian proxy, or the less what could happen - game will be deactivated, so you will loose your money.

the steam website doesnt sell keys. if you mean a not region locked steam gift (and rust is not locked) that is bought in russia, then yes, thats no problem. you shouldnt buy it yourself though. go to steamtrades.com, ask a russian and pay him with paypal or tf2 keys. the gift you'll get, is absolutely the same you can buy in other steam stores. same app id and so on.

I think everyone here knows Rust. And Rust is only avaible in english, so there wouldn't be any language issues.
However, will I get banned to use a RU-key for Rust? Even if it's bought in the official RU-steam-shop-website? And if it's not ban-able, is there anything to take care of? Like using VPN on purchase or on activation? Or is it even safer to buy it on a 2nd account and gift it to the main?
I don't want to risk anything, that's why I'm asking...
