use the steam gift cards feature I think is the only option - other than that I would suggest purchasing a paypal steam card for them from a reseller - but that has its own issues - sorry could not be more helpful - valve screwed us all over with the removal of the gifting system !!!

What about buying the game from the game's website using a VPN? https://www.blackdesertonline.com/shop/GamePass.html
If you go to the site using a VPN, and mouse over the ? under the base package, it should say that you'll get the SA version (I would think).
Alternatively, could you just Paypal him the funds and have him buy it?

Hello mates. I have a friend who lives in Venezuela. I believe you know what is going on there with Maduro, guns, etc! So my friend waiting a lot of time for Black Desert Online and now the game is available for South America. But...
The game costs 10$ and 10$ for Venezuela is a HUGE price right now. He really has financial problem and cant buy the game so I want to make him and his girlfriend happy and gift them this game for Christmas.
I leave in Greece so I can buy only the EU version of the game. When I open the SA version on Steam Store it says NOT AVAILABLE IN YOUR REGION. Any help or ideas on how can i help this dude?
