It might be because you are Canadian. They are really anal about countries. I'm guessing because of their rental service. They have a different kind of relationship with the video game companies. They might be picking up your IP or something.
Could be something else, though. Payment type or something. You never know with these companies. Try asking what the problem is and requesting they solve it.

Actually it might be the combo of the two. I'm guessing most would use Paypal. They might worry they are selling to someone with a stolen card or just really not like selling outside the US and Canada. I've seen businesses like this, that will take Paypal from anyone, but they get all worried when they have to deal with a straight up card because they think it might be stolen. Using Paypal is more proof that you are legit, since they end up taking on verification and responsibilities.

It's annoying when you have already bought games from them. But I can understand it. Your best bet is to contact CS in chat and they will call you faster. Since the phone line is closed for call ins.

actually you will not be stuck on my position. 1st time buyers will need to supply them your number that they can send an SMS for a special PIN. If they can't sms that phone, they will ask you if they can call you instead. After calling, an automatic voice will tell you the special PIN so you can verify your account.
That's what happened when I first registered to them, such a pain in the ass.

Region restricted is determined by the game distributor and Steam. Gamefly may prevent you from buying, but you will have to look up game restrictions on your own. I would try SteamDB.info.

You wanted to know if they would activate in another region. That is your way of finding out. It will tell you about the different copies and where they can be activated.

Gamefly once told me that they list every single Steam game as being Steam. I know that some sites get lazy, so I asked them about a game, once. If you don't see Steam at the top of the page, of a game, then it probably isn't Steam. I don't know if there would be an exception for certain keys that happen to activate on Steam, but this doesn't really apply to the Bioshocks.
Amazon runs good deals on Bioshock, here and there. I got Duke Nukem Forever Collection, Bioshock 1, Bioshock 2, and Borderlands GOTY Edition for $10, with a coupon for $5 off another game, back in Christmas. I would keep an eye out there, as they had other Bioshock containing packs, as well.

It really doesn't matter that much, does it? I mean, I know it's annoying to have to download multiple clients, but you can just uninstall everything once you're done with the games. This is probably cheaper than Steam will ever sell the games for, so you might as well.
