It is because your deleted giveaways. Everytime you delete giveaway you lose one position to create giveaway. After some succesful giveaways it turns back. Try to look to "create giveaway" and at the top there is "Based on your current feedback score, you're able to create up to ? additional gifts".

Last week, I created five giveaways of Rise of Flight by accident. However, I only have one key. So I deleted four of them. Then, I found that I cannot create a new giveaway. I hope the administrator can help me with the problem. Thanks!
