Of course we can buy it, just not for the same price as the 29.99 euros, which I assume is their base price, before any special coupons/rewards. And I assume you're saying it's $45 because of the GMG Credit/Cash Back thingy.

Yeah, but steam is a lot harder to trick that you don't live in a country where the publisher says to sell it at $80

Even with the coupon etc. I would say that the Steam bonuses are much better, with a recent AAA game and TF2 items (which can easily be sold for wallet/keys/etc.) assuming that the Tier 3 is reached.

f you pre order the game from GMG do you also receive the steam bonuses? I want to know if anyone tried. I realy want to get X-Com too but on Steam you pay much more than on GMG.

No those bonuses are for buying on the Steam site itself, not from third party, which is why they have separate bonuses like mentioned above
