Same here. Even though I paid with PayPal and payment is confirmed, it says it's awaiting payment verification at the order review page.
I hope they don't do any sort of cross-check with the registration details I gave, in particular my CPF. ;)
And I hope they are not out of keys too but failed to show that.

Tried buying once in a while from Nuuvem while at work but Hola kept crapping up on me.
Now that I'm home, I find out they're out of keys :( Blergh. The GMG China trick doesn't appear to be working anymore either.
I'm keeping an eye on this thread, I don't want to pay full price again for a game I've already bought on console when it was released...

If you have good friends in foreign countries, ask them the local price of the boxed version. I remember people talking about 25 USD, but I don't know where.. I don't think R* has region-lock, but safer to check before.

are you from southamerica? you can get someone from brazil to buy it from Steam and gift it to you, thats how i got mine =P. I think its 32$ on the Brazilian Steam store.

I'm watching their Twitter account for clues. The day before yesterday they said they hoped they could restock them by "tomorrow" (which was yesterday). Then yesterday they started replying saying "We hope to restock them this week", so ... I'm guessing Nuuvem doesn't know either.

the old key stock didn't say "region locked", I got it from nuuvem and can confirm the keys before the restock were region free, not sure about the new ones though, it might very well be a lie so that people using VPN or resellers will refrain from emptying stock too soon, happened before.

also a posibility, yes, just saying becouse exact same thing happened with the Lego Bundle I mentioned in the comment below, it wasn't region locked, ran out of stock really fast, and restock said the exact same thing "restricted to brasil" but it wasn't really activate locked, just buy lock.... but yeah, until someone confirms we can't be sure...

not 100% sure if it is true, other games directly say you can only activate it in brasil or whatever countries it (Max Payne 3 for example). this only says "restricted" like that Lego Bundle, which I can confirm for sure is not region locked, only buy-locked, so they might be refering to buy-lock and not activate lock with "restricted"... but until someone confirms we can't be sure 100% about GTA V

I'm not a betting man, but I would guess there is no way around it.
"Restricted" could mean only a certain region can buy the game. But if you got it, good for you, it's ROW.
Whereas, "Region Locked" most likely means exactly what it says. Unless you are in that region, you are screwed. I could be wrong though.

yup, that settles it, so I guess it's not really locked, but Rockstar may deactivate it if you play from outside brasil... well, no more GTA V from Nuuvem... it was nice while it lasted, just hope the old not region-lock tagged keys wont be affected by this.

No game on Nuuvem is region locked. All the games that are "region locked" are region locked in the sense that you can't actually add them to your account's shopping cart on the site, if you're not from Brazil. That is a rule imposed by Nuuvem, has nothing to do with Steam and can that can technically be bypassed by using a proxy on your browser. I wouldn't actually advise you to do so, though. But the key that you would obtain through this method wold most certainly be ROW, if that's what you're asking.

Ok, I did some research. It appears that these keys really are restricted to Brazil by Rockstar's orders. But in general, most Nuuvem keys are ROW. But I don't think you can even buy these if they're not. Nuuvem probably won't let you. So there's really no danger of wasting your money in vain.

Eh, now that the new stock is restricted and has the "cancellation and banned account" for anyone outside Brazil, I wonder if keys from the original offering (pre-region locking/restrictions) are at risk of anything? I mean there was no lock or risk at that point...
