I doubt it would be a solution... Less lvl 0 and 1 GAs would mean discouraging new users from becoming active users of the community.
If I myself had very few GAs / took too much ti win something when I started using SG, I would have started questioning this site and probably abandon it instead of being the troll I am now :)

It's rather about being fair than being good. Your system is working perfectly in an individual point of view, but on a community vision it doesn't stop rulebreakers and neither gives a chance to new users.
Don't be too negative about people, I'm pretty sure that sooner or later they learn the lesson of followin rules. Either that or permaban ;)

I mean before when it was the first version sg, it could take months to win a game.
For example, I won 10 games in 6 months when I joined, only 1 was public, and 9 was from private giveaways (after solving pretty hard puzzles) with very few entries. And I was lucky to win such amount of games, some people would have not win even 1.
In the last 6 months I won about 200 games.

So I think you probably would have quit sg before your first win, If you joined like 4 years ago. So glad you're here now buddy =)
Nowadays I see many people winning after few days (if not the first day), usually less than a week.
I'm not saying it's bad thing, but It can feed many more rulebreakers than before and attract them here for longer period, and the few days suspension are not detterent at all.

I've had the same problem Fatality when doing over 400 public giveaways and then I transitioned nearly all of my public giveaways to SGTools protected level 2 giveaways. In 10 of my past SGTools trains that are good for just over 2000 SGTools giveaways I have had some re-rolls for already owned and 5 re-rolls for people that thought I didn't manually check after SGTools automation. :-)
SGTools is a very nice and enjoyable way to avoid certain things happening. :-)

Most I have seen was someone with 22 combined non activated games and multiple wins.
Is it legit to delete/hide games you've won on SG?

I thankfully haven't had any problems with people failing to mark gifts as received. On the other hand, a lot of people that enter have absolutely terrible ratios.

I've only seen 22, but I think Support gave them a warning or talk because they activated every game (except Hurtworld which is a game you could sell for a lot..) sometime later. I'm pretty... sure they traded it just using some basic SteamTrades searching, though, which was a dick move.
(same day won, same day trade date, etc..)

I use to check my public GA winners, even when I give away terrible games. Yeah, I know, I'm a bad person! Last 12 public GAs I created, I had to request 5 rerolls.
One of these guys had 26 games not activated. 26 is a very cool number, first time i see that much. I taught it deserved some attention and love so here's something ONLY for rulebreakers:

(Yes, I am aware that if you request steam to delete/hide games from your account, your sgtool check will result in rulebreaking. Still what do you think about that? Is it legit to delete/hide games you've won on SG?)
