No, use the proxy via browser and look at the store page - there are no region restrictions.

If the game is region locked, you can find these two lines in the database entry for it:
PurchaseRestrictedCountries= (insert list of countries)
AllowPurchaseFromRestrictedCountries= 0/1
If the value for the second line is 1, the game can be activated only from listed countries.
If the value for the second line is 0, the game CAN'T be activated from listed countries and it can be activated from anywhere else.
