If the winner is suspended for a month, i would ask support for a reroll, since he can't possibly activate it then in time.

If you are in contact with the winner, you might be able to screenshot a conversation on steam and open a ticket to have support mark it received for him/her. This is just an educated guess, since I've never had to do this before. As long as the game is activated in their library and you have a screenshotted conversation of them saying they received it, support will probably take care of it for you.

the winner has 1 week to activate and mark the ga as received. (the explanation in the rules and guidelines isn't very clear since the creator has 1 week to deliver, and the winner has 1 week to activate it since the ga ended, so both deadlines run at the same time)
you could try sending a ticket as suggested by others but maybe it will take even more time than wait till the winner comes back. :3

One of my giveaways ended nearly a week ago and I noticed the winner got suspended for a month about a day after that. They hadn't marked it as received by then and there's been no change since. I'm unsure what to do now, would it do any good trying to contact them since they are suspended?
