Being Penalized for GAs with 0 Entries?

Maybe I missed it somewhere in the rules, but I used to be able to make 18 giveaways and now I'm down to only 10 because I had like 10 or so that ended with zero entries. Is that publicized somewhere? I was also unaware that deleting a GA cost you the slot entirely, that makes sense, but still sucks.

How am I supposed to run my 12 days of christmas giveaways with 220 keys without having enough slots? I suppose I need to cancel the event.
