The steam download manager doesn't seem to be very accurate. It could just be presenting the wrong numbers.

it's actually really slow.

MB = Mega Byte ( 10^6 )
mb = milli bit ( 10^-3 )

ASCII char 0181 -> µ

Hold down ALT key and type 0181 on your keyboard, release ALT key when done.

Steam download speed is not unique to each game based on traffic. It's based on traffic overall. There probably aren't many downloads going on in the US at the moment. Sounds incredibly rare but I don't have another explanation :P

Cap "?

Maybe they have a dynamic cap system. Where less traffic means download speeds can reach very high and when the traffic builds up, they cap it.

Steam may (visually) hang for a while, and all downloaded packets will be processed after it responds again.

My "highscore", the real connection speed was actually ~12MB/s (100Mbit/s hooked to a 2Gbit/s line)

sometimes download managers have wrong download rate displayed, the most hilarious(and ridiculous) that is happened to me was on the plugin downloader of firefox, he showed me infinite GB/s... that seems very strange, why a developer had to put the word infinite(in letters not the symbol) in a download manager...
