First of all, I have an AMD Dual-Core Processor E1-1200 with 1.4GHz. Lately it started to heat a lot, then it stopped. With it stopping heating my core speed went down to 787MHz and stuck there ever since, it doesn't go up to 1400MHz at all. The problem started 2 days ago. If you have any information on why or how to solve this, please reply.

Extra info:
CPU-Z indicates that my core speed is at 788MHz. Windows task manager indicates that the cpu usage is at %55 or less which is logical. The problem is when the usage reaches %55 the laptop start lagging, the fan doesn't work and the laptop doesn't heat.

Did you clean the fan? If the fan can't provide sufficient airflow the CPU might heat up and lock the speed to protect itsself.

Edit: Have you changed anything on the hardware side (like trying to overclock, change voltages, new/removed fan,...).

My guess would be that your fan is faulty and the CPU detects that, so it stays on the lowest speed. At the lowest speed the CPU can be cooled passively.

Uhm, had the same issue yesterday. For me it was the laptop charger that was faulty. You may want to try another charger to make sure, and for safety, if you can open the case, dust it off, and apply some new thermal paste.

l.e: After reading the extra info. Try performing a stress test on the CPU, from CPU-Z, does it pass the 55% usage in the stress test? If not, i'm betting the laptop battery/charger is faulty and cannot supply enough power to the CPU. Also, the CPU does not heat, because it does not get hot, since it does not pass the 55% usage, so the cooler speed does not increase.

I'm considering cleaning the inside of the laptop, but I'm not doing so becuase the problems occuring with this are very odd. For example, when the CPU usage is at %55, if I play a video in youtube or using a software, the sound gets on and off sometimes and also somehow gets "stuck" like in a static radio. I reinstalled my Realtek drivers, I reinstalled my graphic card drivers as well for safety, same problem occurs everytime the usage reaches %55.

The laptop battery works quite fine, I rarely use it to maintain its good state. It lasts for at least 2 hours if I'm using it, and at max 5 hours and half if idling.

Nothing odd here. If your CPU runs at a fixed frequency (788MHz) and software uses all available CPU time, processes with low priority (e.g. sound) will lag.
Task manager shows 55%, because Windows knows the CPU should run at 1400MHz, even if the CPU does stay at its lowest frequency setting.

Last time I checked, my processor is dual core, but only one of both can reach 788MHz, the second roughly reaches 700MHz.

Strange. Might be a "feature" if one core is turned off. Have you checked in the BIOS if there are any limitations set?

I sort of found the problem, one of the comments suggested it but I couldn't relate it to the problem. If I'm using the battery the speed is always stuck at 788MHz, but when I connect it to the socket, it gets up to 1400 instantly.

You sir got it right, the CPU speed in CPU-Z doesn't pass 788MHz ONLY if I'm using the battery, but once the charger is connected, it gets up to 1400MHz.

Maybe you need to clean the insides of your PC, of dirt and other things such as hair.

Apply a new layer of thermal paste to your heatsink -- just a tiny dot in the middle before reseating heatsink

  1. I have heard amd processors have a feature called Cool n quiet which lowers clock speed when there is minimal load. You may have turned it on.
  2. Overheating can cause it, forcing the processor to slow down to vent extra heat and produce less heat until its at a decent temperature.

This AMD processor is quite old, so I doubt it has the feature. Overheating can cause it yes, it used to heat a lot before, the problem happened right after it stopped.

Sounds like heat throttling. Your laptop either needs a good dusting or a new cooling fan.

Check multipliers of your CPU in the BIOS, if they are reduced - max them out to heat 1400MHz (it happen to me once)

If it was me i would backup the things i want to save on another driver, them open it clean, format and see if the problem is still there.
The problem with pc's are they have some common problems that can be many diferent things.

My first idea - problem with cooling system. Try to force it to work at full speed by disabling all quiet, silent or similar functions in BIOS/Catalyst. If it won't speed up try cleaning fan and checking if thermal paste is applied correctly.

It also could mean that fan is damaged, and you will have to replace it.

Yes it does, and no I haven't checked it yet. I already found the source of the problem. Using the charger makes the processor use is full speed, using the battery will cut it by half.

Problem solved. Windows changed some settings to make battery usage limit the CPU speed.
