I recently got a radeon hd 3870 X2 for about $10, what type of performance should I realistically expect from it?

I know it's junk compared to a modern card but I'm broke and it is replacing a gforce NX7600GT.

Ok, performance on the not so recent titles. Driver support is slow, but it's a powerful card for it's time.

More than likely I won't put anything much harder than arkham city or new vegas through it, will it be playable on low to mid settings?

New Vegas should work well on it. Arkham City has it over the minimum so it should be somewhat ok for low settings atleast.

With that card you have to remember it's really 2 top of the line card of the time in one. As such CF can cause issues so try it in both modes.

Closest new card it matches would be a R7 250. Of course performance will vary depending on crossfire support.

And driver support latest drivers were: released 10/15/2013. So any game after that can have drastic issues...

Not really, the October update didn't update the driver, it was mainly a Win8 fix for the HD 4xxx and older discontinued HD cards. The last actual display driver update was in March 2013.
Source: Used a 4870 for 3 years up to 2 weeks ago with catastrophic driver issues, so I paid close attention to any Catalyst updates.
