it says only purchase restricted so you should be able to let someone gift it to you (steamtrades) and activate it, I think.

Tomb Raider Collection steamgift is on steamtrades for around 8,5$, which is still cheaper than muve.pl deal and you got more games also :D

borderlands 2 goty is like mentioned above cheaper on nuveem and tomb raider is right now cheaper on steam itself.
So both your deals are bad compared to the other sources especially since muve.pl is only for polish users.
The internet has no borders besides those artificially made like those on muve.pl, can't recommend buying there.
