Yup, everyone with right condition may get cards pack for game he has.
But only if you have got all FREE cards from it already

Booster packs are granted randomly to eligible users as more badges are crafted by members of the community. Make sure you log in to Steam each week to maintain eligibility. "

As it says in the link above (for those too lazy to click and read :) ), your chances of getting a booster pack also increase with every 10 Steam levels as well.
