Just assume every single Playstation game, even ones released some time ago, will get a pc release. Sony is the one actually saying it. He'lldivers 2 was the one where Sony actually tried a simultaneous release and it has been a huge success

As far as Bloodborne is concerned, when you consider how much Sony really really really really really loves money, you gotta think there's a real reason a Remake/Remaster/Port hasn't happened. No idea what that reason is though.

No way to know for sure atm, but its a PS4 game, I´d be surprised if it doesn´t perform enjoyable on the deck. Also from the store page:
"...a variety of graphics options [...] ranging from high-end PCs to portable PC gaming devices"
Sounds like they´re aming for a Deck Verified rating. For now we can only hope ^^
