Is it actually against the rules to add a region restriction, even though the key is ROW / WW?

You can give them away just fine, but mention the limitations of it in the description. Perhaps do it in the forums, more likely to get people paying attention to the words.

... even though you can activate them world wide?
I can imagine, that if one wins such key without knowing it being cut, he could get mad . I totally would.
Backstory:
I've bought the humblebundle with my German paypal account, thus it's DE version and cut.
Didn't activate it, but rather asked an American friend to send me over a WW key, uncut.
Now I'm thinking about giving away my cut German key, and piss someone off.
Guess I'll just give it to one of my German friends. Still my question remains.
