That is just the client. You can still be using Steam on the web browser. Or set privacy on the client. Just try contacting member and see what happens.

Could just be somebody who doesn't use steam that much. As others suggested, just send gift by mail and if, within 7 days, it isn't redeemed reroll.

Believe it or not but a lot of people have busy lives outside of steam
Being this time of year I imagine the winner is possibly busy finishing up their college semester.
just be a bro and wait till the end of the month after graduation
what does is matter if a winner gets the game today or a month from now really from your point of view.

Belive or not i dont want to listen this moralist comment, if u have a busy days dont spend your time on steamgift, so he simply not connect on steam, comment like this make me very angry, and im not a bad person, but i hate so much moralism..

As the others mentioned, try to contact them through their email !. I had similar case in one of my giveaways deletion and the winner were offline for around 1 month !. the weird part was that they logged in on steamgift but didnt used steam for a month ! . I tried their email as a connection way and that worked .

everyone is not always glued to their computer. Like everyone else above me has stated "WAIT SEVEN DAYS. IF THEY DO NOT CONTACT YOU OR ACCEPT YOUR GIFT WITHIN SEVEN DAYS. THEN REQUEST A RE-ROLL."
you may wait longer if you so desire, but you can not re-roll any earlier than seven days.
