Maybe removing or overhauling the contributor system would be best. It has been made semi-necessary to contribute, so people are finding holes in the system and exploiting them. I enjoyed steam gifts the most when it was invite only, no contributor and less complaining. Maybe a good way to keep people contributing and reduce the number of new users would be to require new users to contribute non-exploited items to gain entry. Maybe contributors would have a higher point pool or point generation that non-contributors.

I don't really mind those who only giveaway one copy of it but some people are giving away several copies of it. That's just taking advantage of the giveaway for their own personal gain, which in this case is higher chance of winning by entering contributor giveaways. They're simply abusers and should be banned in my opinion.

Set it to a "Indie Bundle" state, that they've been applying to all exploited giveaways.
This is the height of ass-hole-ery. Its already a free giveaway, and people are taking these free keys, and turning around to give THOSE away. If your doing this, your an asshole.
