Well, lets say I want to send a message or something without downloading Skype, how can I do that?

I checked that post, but it uses outlook. Also I heard there are other websites where you can use for a similar service by just logging in into Skype from there.

As far as I know there aren't any. Their used to be, but some time ago Skype changed it's APPI and now it's not possible for third party apps to connect the way you saying.
