You cannot add higher or lower value than max and min, so yes, they are pretty much allowing it by this.

they don't have to - let's say you want to buy stuff for 7.5$. normally you're paying them 10$, they get 10$ on their accounts, you spent 7.5 and later on maybe you will maybe you won't spend the rest. You probably will, just not to waste money. Anyway they got 10$.

If you could add only 7.5$ you needed you wouldn't add these extra 2.5$, and they're 2.5$ short ;p

Come on guys it's the perfectly same principle behind microtrasaction systems in any game that has them , only they're not making up weird shiny names for your money and they're keeping the ratio 1:1.
They don't lose anything if you don't use it but what they gain from people using it (those who pay 10 to pay for 7.5) it's enough for them not to encourage a custom amount choice, even though they have no real reason to prevent it since only a considerably low chunk of Steam users know how to operate it.

Well, it is possible, simply as fuck. Steam is doing it itself, when you want to purchase an item from market, that's higher than $5.

Just use Firebug to change the value from 500 to any value higher thann 500 ;)

Regarding your question OP, just because it's possible it doesn't mean they will allow it (Just because webpages have security issues, doesn't mean they allow hacking their sites). Like you have stated it means them loosing money, but like Timmaeh has stated steam does it by itself through the market, so my thought is they may not like it and would punish you if they find out about it, but they won't find out just because a wallet transaction that does not follow the "grid" is nothing special, even if there is no market purchase linked to it, it should be disguise enough that it COULD be a market purchase and f.e. the item you wanted to purchase was sold before you could buy it and you would end up with the money in your wallet.

I don't think steam has too many logs on that so I THINK you should be good and safe to go.
