I got one when they did that steam promotion where you could get a 5€ worth paysafecard or a Valve complete pack I think. But I think it was a "card", not a PIN to add funds to your account since I used it back then and I wasn't registered when I recieved this second email.

try asking some good soul to give you steam wallet or paypal funds and you give them paysafe card code with the same amount of money they gave you , paysafe can be used for steam in some countries but it can also be used in many MMO game like LoL.

You still need a UK account. Setting a UK proxy still requires you to have a valid UK phone number where a confirmation code is sent.

Either you get a friend in UK to activate it and buy something for you OR you find a trader (on for example SteamTrades) and you make a deal with him that he takes some of the money and gives some of it to you.

When you try to pay with paysafecard on steam, they give you two options, pay with your account, or with the PIN directly, have you tried doing it that way? If not, give it to someone who can actually use it and let the karma flow. Remember it expires.

I know that, I got one myself and gave it away cause I couldn't use it, but I didn't try using the PIN directly on steam instead of adding it to your account (there's an option for that), are you sure that PIN won't work doing that? Well, it directs to your country's paysafecard site, so I guess it won't work either.

I try to get my wallet funds, the page (paysafe payment process page) then tells me that I can only use that pin in combination with a paysafe payment, so gotta say I am now never using paysafe again, seeing as it sucks ballz.

That Pin is to encourage people to register, so you need to add it to your account, and later use that account to pay. You don't need to pay anything. You can just create an account, add those funds, and use those funds to add money to your wallet. You can only use that code if you're from the UK though.
