Giveaways slots

Hi, i recently joined this sites, i was using Steamcompanion before, but i want really ask why they have slots for giveaways here. And why they are so low. I have 2 giveaways with 10 keys, but now i want do flash giveaway to reach lvl 3, but i cant.....sad :D. Is there any table, where i can see how many slots i can get?

Why do they have slots? So little kids who don't understand how the site works wouldn't try to "give away" 347289372984 copies of GTA: V.

Also giving away more than 5 copies of the same game would reduce the speed you level up.

In certain circumstances it is possible to ask for more slots to be allocated - game developers can do this so they can do 50/100/500 giveaways, and with a good reason others can get it too.
I think it's a fair system though, it prevents someone coming and spamming the site with mass giveaways without having had time to see how things work.
