No, you need to get the BTA to get the later games.

You need to purchase Tier 2 to get the revealed games.
You can purchase it after they're revealed by adding to your current minimum purchase, though, to beat the average price.

Pretty sure that was only for their first handful of bundles, years back.
Either way, they currently don't add extra games to tiers below BTA.

You can still lock the BTA price for bundles by purchasing at a lower value, and then get access to the full BTA later by increasing your payment, yes.

Are you entirely sure you "lock" the BTA price by buying in? As far as I can tell, it still fluxuates regardless of whether you've bought in or not.

The BTA fluctuates on the main page, but when you go to increase your order amount, the BTA that you, personally have to pay to get that tier is the same as it was when you first bought it.
