Same thing. If you try to view a giveaway from someone who blacklisted you, you get a message telling that you are on their blacklist, similar to the message you get when you try to view a whitelist GA from someone who did not whitelisted you

I've gotten unlucky. Haven't won anything in ages (the Dwarfs!? giveaway doesn't count) and now the winner of my last giveaway won't redeem his game so I can't get to Level 2 :(
EDIT: I'm not complaining or anything, I know they have 1 week to redeem it, but it's still annoying.

Level never was important to me, and I eventually got to level 4 without realizing it. Just keep giving from time to time, and you'll also win from time to time. ^^

If you enter high level GAs, GAs from groups, GAs posted in the forums, GAs from puzzles, ... of course you're more lilely to win more in a short time than someone who only enter public giveaways with lots of entries
