I did set it to 1 but then thought that if someone sent game for 0.99$ they woulnt qualify :o so i guess level 1 restriction should do the trick. I HOPE at least :D

Ohhhhh I didn't even notice it was a level 1 GA. Then you don't even need "Minimum Real CV (Sent): 0" at all. T~~ho I think you need to give away for at least 0,99$ to be level 1, so if someone gave away for only 0,50$ it wouldn't work for them but I don't think there are many people like that out there.~~

Edit: looked it up, I am wrong, its 0.01$

You can just remove the first rule about minimum CV, since the Level restriction already took care of that.

Or you can check that level is >= 1 to prevent Level 0 users from getting any of the links (even though they can't enter).

Strictly speaking, the 2nd one should be level >= 1. However, your rule effectively have the same meaning, since the current requirement for level 1 is $0.01 CV, which means it's impossible to have fractional level between 0 and 1. (Level can be fractional, and the fractional part is calculated by dividing the leftover CV by the total amount of CV from current level to the next)
