I want to create a temporary invite-only region-specific group for some giveaways (for a region that isn't restricted as such by Steam). However I don't want users to change their country to be able to join the group. Is it possible to check the history of profiles to verify that the country wasn't changed recently? I believe legit-proof.com used to provide this service in the past, but it doesn't seem to work anymore.

Only way I can think of is to check cached version of their profile page on Google (or wayback machine or something similar)

Wayback machine (archive.org) is a great suggestion! I just checked it and it works with Steam profiles.

Yes, I appears it doesn't work with all profiles. Luckily Google Cache is another option.

As mentioned, Wayback is the best option, but be aware it won't have archives of all profiles. Best of luck with your plan.

Some of the users write fake country info in their profiles, like Vatican or some Islands, the only way to check real country - steamgifts base of IPs (or their steam reviews on national languages).

Do a region locked giveaway, SG detects their country and won't show them the giveaway even if they lie when they join your group.

Tricky, but worth trying. Worse case I'll have a few more users in my blacklist and send games to users who aren't worthy of them. It's not like both haven't happened before ;-)

The flag people can put on their profiles is meaningless.
e.g. I have the Chinese flag on mine since I live there, and I have a USA region Steam account.

This would require the logs showing what IPs they used to access Steam with. And that info would be super sensitive and I think acquiring it would also break many laws.
Not to mention there are people who regularly access Steam from different IPs. I actually could switch between Hungary and Sweden any time, I access Steam so often from both IP regions. My secondary also has Japan as an offered region.

Yes, it's difficult to tell for sure. Especially in a world where many people use VPNs. I think I'll just stick to whatever is defined in the user's Steam profile, and will try to check that it's been defined as such for a while (using archive.org). That's the best I can come up with for now...

I don't check for those, sorry. I am one of those rare people who don't really look into anything related to the winner. I send the game, they mark it, and I hope they will play and enjoy them. Some do, some card farm only, some never touch them. I'm happy if I get one in the first category, then this whole raffle thing was worth something for me.

To be frank: since I deal with low-level bundle stuff mostly (even though there are tier 3 games in there, so considered non-bundle on this site), I don't want to spend that amount of time trying to look everyone up. I am almost 100% positive I have regifters and people who put the keys up to G2A on my winner list. I just don't have the time and energy to find them. Plus I don't use black or white list anyway, so there would be little point in it. ^^'

You can ask for their driving licenses with a timestamp, a certifcation signed by their local mayor and to send you a couple of cotton swabs with their saliva.
OR you could set up a website, invite them there and log their ip, but it's not a foolproof solution either.

Is see that there are already good suggestions. (Wayback machine on archive.org or tracking IPs)

Problem with archive.org:
Some users are already using a fake country just for fun.

Problem with IP tracking:
Some users are hidden behind proxies.

Another solution/guess:
It may be much work but you could ask users for a photo that shows a regional newspaper and has their Steam-url ID written on it. It would be important to see the day and city/region from that newspaper.

Every system has its flaws, you need to decide.
