it's not the definitive tool/list.
games aren't added instantly to that list, sometimes it takes months (i know because i sent some bundle tickets and they are still waiting for approval).

This sort of bundle is not considered as a bundle for SG. However, it is currently at 80% so Russian pricing might bundle it.

The full game is currently at 179RU, which is ~2.55$. That gives us 94.9% discount compared to the US. Bundle cutoff is at either 95% or 96%, so we have a borderline case here.

Assume it will be.
The official guideline is 'approximately 95% or higher', and as Mullins pointed out, it's not even really 'approximate' by this point.
There's very little chance it won't be considered bundled.

Is that serious? Have you ever thought that when a Russian or a South American buy for example a bundle on the common sites, like humble bundle or bundlestars or indiegala, they are actually paying that bundle not the few dollars or euros that you see as price, but a lot more (more than you imagine), because of their currency value. All seems cheap thinking in the wrong currency and out of the country you are thinking of.

the value of the currency is not the reason why some stuff is cheaper in some regions, stuff is cheaper on brazil and russia because of the average salary is a lot smaller than most parts

Things are cheaper only if you change the price in dollars, and it is not true always. in Brazil for instance almost everything is extremely more expansive than in the United States or in Europe. P.S. I am not Brazilian.

"things are cheaper only if you change the price in dollars" of course thats how we know it, how are we supposed to compare stuff? if a game is worth 10 dollars in the usa and 30 Reales on brasil it doesnt mean that it is more expensive because 30 is bigger than 10, its more cheaper on brasil because 1 dollar = 3,9 reales and so 30 reales are 7,6 Dollars

Brazil is strange when it comes to pricing. First of, game prices are higher in Brazil than the US if you compare it to the average income. But more "interesting" is how the Brazilian government tries to protect its domestic market. Basically anything not produced in Brazil has a huge price increase, due to taxes/fees on importing goods. That's just a side note, but it's believed that this, and the huge income gaps, are the two main things that keeps Brazil from reaching its full potential when it comes to its economic development.

well its the same in argentina we used to have a 85% tax of the value of the product for anything imported (including digital stuff), now its only 50% :^)

What is the meaning of comparing prices changing the price in dollars? The value of the dollar changes every second when the market is open. And comparing prices in this way is important if there are only dollars-buyers. This is simply not right. In real economy you must compare salaries, cost of life and compare prices inside the context, if you change all of this in dollars and compare the percentage, then it can have a meaning. What I mean is, if your salary is 1000 dollars in USA and for the same job a Brazilian receives 1000 reais, the cost of a X game for example will be 10 dollars for you (1% of your salary), the same X game will cost 20 reais for the Brazilian (2% of his salary). I hope I made clear my point.

mhm you are telling me in EU2 region,most expensive one with average salary of 250euro. I wont go in futher argue and disscusion about this. But it is unfair, unbalanced, and yet again most damage is done to poorest.
It is a disaster seing newer games getting bundled every day! Dont get me wrong Im glad someone there is paying 2 bucks for it, but It does affect me, my real money and cv directly.

yeah but making giveaways being bundled only to the regions that hey were priced at that price would turn out in people from that region exploting this and doing group giveaways on groups with people from those regions and giving it away as row copies to farm cv
