You can create private GAs and only send the link to a specific amount of people, but if you want more followers, why not make them open to anyone who is part of the group?

I understood that, but let me give you an example of how things can get complicated depending on how you organize this...
Let's say you randomly choose 4 members (this is already a complicated choice, as if someone is lucky enough to be picked frequently people will start thinking the choice is not really random).
You send them the link for the private GA but 1 or more of those members don't see/receive/open the e-mail/message with the link. Those people can complain that they couldn't enter the GA and it was not their fault and you have to make up for them, I know it sounds ridiculous but people complain about free stuff a lot more than they should...
If you really want to go that way, I would suggest you to make private GAs to the members who are on group chat at the time you put something new on your youtube channel and maybe even ask them something about the video/show so they can be ellegible to participate.

I think you don't get CV if only one person enters your giveaway, because it's considered a direct gift and not a raffle. But 2-5 people is enough I guess?

There'd be two way to limit the number of people in a giveaway, 1 Make the group invite only then have a limit to the number of members, 2 make it a private giveaway then raffle off the link to the private giveaway to a few people, this would probably be the easier option since you want to attract people.
You'll get the CV only if at least 2 people enter.

Instead of a raffle you could use a dying link in a group announcement.

I wanna start a group where I give away some games and promote my Youtube channel. But I want realistically good odds for my followers. Is it possible to make a group and only have say 2-5 people enter a giveaway? Or would that be against SteamGifts protocol? Also would I get CV for it? (Of course they're gonna be non-bundled games)
