Before it didn't, and now it seems like it does....
Edit: meant keys

Yep, I had it the other night. Unsure exactly how long it lasts for but it isn't too long. Someone else told me it lasts around 30 minutes but I wasn't timing it.

I believe it's an old feature that they've implemented again in one of the recent updates.

Googling "too many activation attempts steam" (without the "") brings up a handful of results from the past few days.

Yeah they had it before but got rid of it. Not sure why they brought it back but I saw it again for the first time yesterday.

So I'm not the only one with this issue, it gives me some relief.

Valve probably noticed someone trying to brute force game keys.

Yep. Althought back then steam just said Invalid key even if it was correct.

Trying used keys also triggers this eventually...

I never ran into this on my primary steam account (which I use constantly and have many games on). However, I was checking groupees keys the other day on my alternate account (very few games, hardly use) to make sure they were used, It blocked my after a few attempts.

What's really annoying me about this is it also classes trying to activate a game you already have as an "Unsuccessful Attempt" so when trying to add a bundle of games, if I already have a few, triggers this and I can't continue. Bit stupid.

It always happened, kind of...but now Steam clearly says it

Not always, last couple of months it didn't as I often try out my keys lying around everywhere in many text files. Just yesterday I noticed it's occuring again.

I remember it doing so even years ago, but it didn't say clearly, it just said "product invalid" or something, even with valid keys

Problem is that it happens with activating a lot of valid keys as well, not only used/duplicate/invalid. I got this message about 7 times in two days and I have no idea why I got it so many times, unless there is a limit on activations in general. Also the time you get locked seems to be a bit random. First time the message stopped showing up after 10 mins, while another time it took about an hour.

Yup, activations in general. I redeemed a bunch of bundles the other day and got locked out with one game left to redeem.

7 times....

Also, same happens with lots of humble bundle activations. Humble starts showing a message along the lines of "Please try to redeem this later" or something, instead of the usual "Redeemed on X account".
