Should users have a giveaway level X- or level Y-X possibilty?
I didn't understand the question about levels, but your whitelist question, any user on your whitelist will be able to see/enter the giveaway. If you whitelist them later, they'll just have that ability later.
Edit : Realised what you meant. I guess it's up to preference. Not sure if many people would use it, so no idea if it's something worth adding.

I didn't totally understand the first question either but I think they mean that if a person is level 2 for example, can they create higher level giveaways? Thats just my interpretation though, OP will need to clarify themselves.
As for the whitelist, won't the person who got whitelisted after still need to sync first before being able to see it?

Oh. What I thought it meant was to be able to make giveaways for lower than X level and excluding the higher ones :P
No need to sync. You can see the giveaway that has the whitelist with you in it, as soon as you are added. Maybe just a refresh if you already had the page open and couldn't view it.

We need to go further and make it possible to create giveaways for people higher than X and lower than Y, for people with odd/even levels, for people whose level rhymes with "jive" and for people named Steve (the latter is very important and very overlooked feature).

I totally understand why we should be able to create giveaways for people whose level rhymes with "jive" and also the animal profile pics (listed below). But I'm strongly against giveaways for people named Steve. Although Master Marek would be delighted (bad joke from a not so bad parody).

As I skimmed through the giveaways looking for something interesting I noticed the level X+ signs. I wondered if it would be fair for the users to also make level X- giveaways for whatever reasons they have. I couldn't care less but maybe someone finds some pro's for this. The contra's are probably pretty obvious.
Edit: Okay, it seems i formulated that to complicated ^^. What I mean is to make giveaways for level X and LOWER. So that only people from level 1-X can take part and everyone above is excluded. Better now?
And now a less stupid bonus question: If I make a whitelist giveaway are only the people whitelisted before the giveaway allowed to enter or may also the people enter which i whitlelisted during the giveaway?
