And how will the second account be linked to our Steam account without using the same method we're already using?

I don't have any idea about the method to link with Steam. We can use the old method to link.
But I just think we need an other way to login if have problem with Steam. Like others website I see we can login to an account by email, facebook, google...

if you don't have any idea how don't share your idea , in the first place it's not a good idea because it's less secure and secondly don't just give a half-assed idea and expect them to implement it just because you asked for it even if everyone asked for it , it's not magic ! it's not that easy to implement and as i said it's not a good idea because of security and you're not going to die if you're unable to connect to steamgifts as soon as you want to , even if it takes you i don't know a week so they can fix the problem , it's not that big of a problem you can connect then and enter/make giveaways. Secure Access is better than just access!

When steam is having problems they usually last few minutes, even if its maintenance time. There were probably times when the servers were down for longer periods of time but I can't recall any. There is absolutely no reason for this kind of change. Nothing will be solved and only more problems can occur. If you can't log in go play some of your games that you won and come back later, I am sure it will work.

Yes. I don't require a change now. I just want to suggest admin thinking about this. We can learn something good from other sites and use it to our site. Example : On alienwarearena we can use mail or steam or Facebook to login to the same account. It will helpful in the case of Steam was troubled.

if steam stops working for 1 hour, you can wait to log in to sg.
need to wait 1 day? it's not much.
if it stops working for 1 week, then there's something pretty serious going on with valve and entering giveaways for steam games is the least of our problems...
implementing an account system will take so much time and work (and giving more tickets to support), it's not worth at all.

Today, my browser (Firefox) was crashed. And when I open again, steamgifts require me login and I recognized that steam api is not work at this time. I search on steam forum and find out that have a trouble with steam api and we just can wait Valve fix it.
Luckily, I have logged in before on Chrome so I change to use Chrome temporary.
But I think we should have an other way to login. Because we don't know when the trouble will happened again with steam API. Or Valve will stop it like some user said on steam forum that Valve was trying to stop scam sites by stop their API.

I think we can have 2 ways to login: by steam and by an account. And this account will be linked to our steam too. It will easy when have trouble with Steam.
