Most are ROW, a handful of them are region locked. See this thread's OP for the list of games that are region locked. Everything else is fine.

I recently purchased some gifts online at amazon for Christmas this year, well i have a little bit of credit left on amazon and was wondering about the digital games department section for steam to potentially give some giveaways out.
My question is: I live in the US and when i am viewing a game i see this "Note: Currently, this item is available only to customers located in the United States and who have a U.S. billing address" does this mean that i cant create a giveaway since that notice is there or is the key ROW since i am buying it from the US and right now there is no Region lock for countries like the us on steam?
Any clarification on this would be nice, cause if it ends up working out i may be able to do a giveaway or two but i just wanna make sure from the community first :)
Thanks
