She wasn't Arabic (nor her husband btw, he was Persian) but yeah it's most likely Not Without My Daughter. Starring Sally Field. Your Mom probably remembered it like that because when the passport scene happens, they are in Iran and despite Field's character being American, she is wearing traditional Iranian garb for women.
